Youth Services

Youth Action

In 2014, St. Stephen’s Community House used a “theory of change” model to review the needs of youth who use our services from across Toronto.

We spoke to dozens of youth and allies, and mapped the neighbourhoods where hundreds of our youth live. From this review process, we identified priorities for advocacy, research, outreach, partnership, and service delivery for the future.

Combined, these priorities form our Youth Action plan.

Based on neighbourhoods with a high number of children and youth, low income, greater diversity and lower graduation rates, we are focusing on:

  • Jane-Finch
  • Lawrence Heights
  • Weston-Pelham Park
  • Rockcliffe-Smythe
  • Dovercourt-Wallace Emerson-Junction

The first part of our plan is a Youth Unemployment Research Project

This project would not be possible without the support of Ontario Trillium Foundation. You can find out more about the Foundation at
